The government has determined the calendar of salary increases in the public sector, according to a decision that was taken earlier this year by the Council of Ministers to bring them to a gross level of 900 euros by 2025.

The government document "Priority Measures of Public Administration Reform", which is in the stage of public consultation, provides that the first installment of the increase will be given in December 2023 and the other in December 2024.

At the end of 2022, the average gross monthly salary in the public sector reached 70,770 ALL, or about 670 euros.

To reach the promised level of 900 euros, the average salary in the public sector must increase by an average of 34% or 230 euros. Comparison of official data shows that the average salary increase will occur 15% in December 2023 and another 15% approximately 115 euros, in December 2025.

The government, when it presented the salary increase project in the spring of this year, argued that the aim was to reduce the gap with public sector salaries in the region and promote competition with the private sector.

From 2014 to the end of 2022, real wages in the state sector have increased by about 20%, as the new plan aims to apply an expansion of 15% for the following two years 2023 and 2024.

The growth reform started this year, to be extended in the following two years.

In the months of April-June 2023, employees in the basic services of the country, teachers, doctors and nurses and police troops in the field received only a 7% increase in salary, while high government functions, MPs, ministers and deputy ministers benefited from a salary increase from 50 to 98 percent.

According to the budget indicators in the 7th month of 2012, the salary fund for the public sector was as much as 18.8% of the general budget expenditures, while in 2023 it was as much as 16.8% of the general budget expenditures.

Although the value of the salary fund has increased significantly in recent years, the rates were lower than the increase in total public expenditures. The data show a systematic decrease in the weight of salary expenses during the last decade.
